Meanwhile, two men in the background are casually walking around checking their phones. Added drama for more excited viewing or just a fake weather report?

That's an old ploy. We had a reporter in NJ sit in a boat talking about how bad the flood was and two guys walked in front of her in 2 inches of water. At least the anchors (I think Lauer) mentioned the phenoenon and asked if the two were holy men.
